There is no need to manually assign this category to any page. A semi-automated process will periodically insert Template:TipProposed into new tip pages, and that template will assign this category.

A proposed new tip has a lifetime of several weeks. After that, the page will converted to a new tip, or its contents will be merged into an existing tip, and the page deleted.
