In my installation of vim 7.4 on Ubuntu 14.04.3 LTS, which includes "+visualextra, the 'I' command does not work with a visual block selected. It says "range not allowed".

- This does not make any sense. It's not possible to give a range to the I command; it is a built-in visual-mode command. Maybe you have a mapping interfering? Try with
vim -N -u NONE -i NONE
